Costeado por David Davies,[1] difundió ideas relacionadas con el federalismo, así como la defensa de la emancipación de diversas naciones eslavas respecto de las Potencias Centrales.[1][2] Al frente de la publicación estuvo el activista político e historiador Robert William Seton-Watson y entre sus colaboradores se encontraron nombres como los de Robert Erskine Childers, Anatole France,[3] los hermanos Reginald «Rex» Leeper y Alexander Wigram Allen Leeper,[4] Henry Wickham Steed,[5] A. F. Whyte, Ronald Burrows,[6] Oscar Browning, James Frazer,[3] Tomáš Masaryk,[2][3] Bernard Pares, Samuel Hoare, Leonard Woolf[3] o Salvador de Madariaga,[7] entre otros.
